Fairfax County's Stormwater Service District, set up in 2010, funds more than 1,600 miles of county-owned pipes and channels and more than 2,400 county stormwater facilities, and the county counts 66,000 structures in the system that need inspection. The district also covers the towns of Clifton, Herndon and Vienna.
Those pipes and facilities are the county's to maintain. The gutters, downspouts and ground around your house are yours, and rain that runs toward the foundation ends up against the basement or crawl space wall.
If water from a neighbor's yard or the street drains onto your lot, ask the county whether it is a stormwater problem it handles before you pay to regrade.
Once a year, walk around the house in a heavy rain with an umbrella. Watch where the water comes off the roof and where it runs along the ground; a downspout that dumps beside the wall or a puddle against the foundation shows up immediately.
